Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are waged: positive announcements are delivered from various governments. Significant resources is devoted on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capacity afforded by up-to-date information. From witness perspectives, defense planes that had been deployed to counter approaching aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by partner states. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.
Intermittently, this carried on until dawn. Kyiv faced the early updates: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a reliance that European nations are demonstrably unable to replace in the near term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This trend will, no doubt, continue.
Tactical Assessments
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership operates on a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unfeasible to compel Moscow to abandon the areas that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not change more in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a complete military breakdown until circumstances change in its benefit.
Current Realities
Realistically, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all did their job.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
